Chris MacLeod is a founding partner of The Ofelas Group and the advocacy firm, Cambridge LLP. Chris has close to 20 years of experience litigating complex multi-jurisdictional cases for individuals and corporations. He co-founded the National Council for the Protection of Canadians Abroad. He is a relentless advocate for individuals who have been targeted by foreign governments. He continues to represent the Canadian citizen Huseycin Celil who has been imprisoned in China in 2006.

One of the founders of The Ofelas Group, Gary Caroline brings to our company over thirty years of expertise in labour, employment, human rights and international law. He has also represented a wide range of clients who find themselves in disputes with governments and governmental agencies as well as assisting elected officials and political parties globally. Being represented by Gary means receiving more than just solid judgment and a deep understanding of the law. Clients benefit from Gary’s innovative thinking and pragmatism grounded in his many years of obtaining creative solutions in the labour relations context. He has been successful in transferring that experience to cases where clients have been wrongly detained by foreign governments. He is proud of the work he did around the release of Mohamed Fahmy from Egypt and Abderrahmane Ghanem from Algeria. Gary’s lifelong interest in international affairs and human rights work is demonstrated through the leadership training provided for the Rwandan National Women’s Council and his work with Aids Free World in Uganda. Based on his work in providing consular representation to clients, Gary has developed a well-earned reputation among governments for his tenacious but respectful advocacy on behalf of clients.

Gary is a member of the International Bar Association, the American Society of International Law and holds certificates on the International Criminal Court from the National University of Ireland, Galway; Mediating Disputes from Harvard Law School and in Anti-Corruption Legal Studies from the American University, Washington College of Law.

Marcus Kolga

Communications Expert, Journalist, Activist, Researcher, Filmmaker, Sanctions and Disinformation

Marcus Kolga is an expert, working at the intersection of communications, disinformation, foreign policy and sanctions. His commentary regularly appears in national and international media. He has worked in digital communications, media and public relations for nearly 20 years and is an award-winning documentary filmmaker and publisher. He frequently writes about the nature and effects of disinformation and propaganda on western democracies. Kolga is a leader in the global campaign to advocate for legislation that targets human rights abusers with visa bans and asset freezes, commonly known as Magnitsky legislation. He is an expert in global sanctions legislation, compliance, targeted jurisdictions and entities targeted by sanctions. Kolga is a senior fellow at the MacDonald-Laurier Institute’s Foreign Policy. He has received numerous awards as part of his human rights advocacy work.
